- recommendations:
- title:
- Following due diligences, accept ILO documentation and formats in order not to increase the overhead cost associated with implementing extra-budgetary programs and reserve value for money (VfM) approach for those programs where standardized goods or services are purchased on a long-term basis (original purpose of VfM).

- comments:
- The quarterly non-certified financial reporting as well as the annual Value for Money (VfM) approach and reporting was requested by the UK government. The ILO staff did their best to respond to these considering the limitations in reporting using different categories of expenditures than those incorporated in the templates provided. Having said this, the UK government reduced the emphasis on VfM reporting during the no cost extension period.
