5. Address transversal issues systematically and integrate indicators as part of performance matrix Up to now mainstreaming transversal issues and achieving change within a system have been addressed through trainings and sensitisation, and by defining indicators and sometimes piloting targeted initiatives. In the case of strengthening tripartism, additional efforts have been made to increase governance and participation in Skills Development. However, it requires not treating it as an add-on but rather as an integral part of policy design, implementation, reporting and M&E practice. It requires a change of culture and practice in the organisation. Therefore, NPCs and stakeholders should be trained how to proactively approach transversal issues from an institutional and programming perspective. In the case of GESI, a gender and inclusion responsive project development perspective needs to address intersectionality to ensure that ‘leave no one behind’ becomes reality access to vocational training and post-training support are effective. It means that multiple barriers are taken into account when designing and implementing projects. Resources need to be put aside to ensure that evidence is provided through monitoring of results and assessment of impact on ultimate beneficiaries. Similarly, addressing low participation and involvement of social partners needs to be addressed separately as part of strengthening capacities. This requires additionally earmarked resources, with clearly defined milestones and monitoring efforts, which at this point of time have not been made available. Indicators should be developed as part of the performance matrix.
