Establishment of an autonomous agency for collective labour disputes was the proposal submitted by the project to the Secretariat of the National Labour Council (NCL) for discussion and decision making. At the NCL meeting of May 2023 no decision was taken with regard of the independent ALDR Agency. In a follow up meeting in late May 2023, the DeputyMinister confirmed to the NC the political will to consolidate the present ALDR system i.e. the labour mediators network (36 staff in the Ministry and 6 Employment Offices) as well as 6 regional conciliation Offices in the employment Offices and the National conciliation Office in the Ministry in charge of industrial relations. The Deputy Minister agreed to look into the option of expanding the state mediation service to individual labour disputes (1st recommendation).
